Cookie Cutter Kinda Thing?

Anyway... I want to learn how to do that effect that's kinda like a diagonal thing but it comes out like a fan...

ohhhh well idk if this is right, but if you look carefully its just a rectangle thats at a certain angle y'know? so if you set it so that the clip or whatever isn't flat but its kinda angled and then slowly make it go back to normal itll look like that i think? idk test it out
